Governance Structure

Offices, Councils & Succession

A plain-language guide to who does what within the Ministry, who they serve, and how each office continues across time.

The Offices

Each Office in Plain Language

Executive Minister

The chief officer of the Ministry. The Executive Minister presides over the institution, speaks publicly on its behalf, signs sealed instruments, and ensures that all councils and offices act in accord with the sacred standards.

Serves: All members and officers of the Ministry.

Succession: Upon vacancy, the Board of Advisors convenes and the Council of Governance confirms a successor in honor, with the act entered in the official minutes.

Managing Minister

The principal administrator. The Managing Minister carries out the daily work of the Ministry, coordinates the offices, and maintains the order necessary for councils, enrollment, records, and stewardship to function without interruption.

Serves: The Executive Minister, the membership, and the offices of the institution.

Succession: Appointed by the Executive Minister with the counsel of the Board of Advisors. Acts of appointment are entered in the Office of Records.

Board of Advisors

A standing advisory body that counsels the Office of the Minister on matters of doctrine, governance, stewardship, and external relations. The Board offers deliberative wisdom but does not, of itself, issue acts.

Serves: The Office of the Minister and the councils of the institution.

Succession: Members are seated by appointment of the Executive Minister with confirmation of the Council of Governance, for terms recorded in the registers.

Office of Records

The registrar of the Ministry. The Office of Records receives petitions, issues credentials under seal, maintains the Credential Registry, custodies council minutes and proclamations, and verifies records upon lawful inquiry.

Serves: Every member, officer, and inquirer of good faith.

Succession: Led by a Records Officer appointed by the Executive Minister. Continuity is preserved by a deputy designated in writing and entered in the registers.

Office of Enrollment

The first point of contact for applicants. The Office of Enrollment receives petitions, conducts initial review, conducts orientation, and recommends approval or denial to the Office of Records.

Serves: Applicants, sponsors, and the membership at large.

Succession: Led by an Enrollment Officer appointed by the Managing Minister and confirmed in the registers of the Office of Records.

Office of Stewardship

The custodian of institutional resources. The Office of Stewardship administers trusts, endowments, lands, and community initiatives in honor and equity, with accountability to the councils.

Serves: The membership, beneficiaries of stewardship programs, and the generations to come.

Succession: Led by a Stewardship Officer appointed by the Executive Minister with the counsel of the Board of Advisors and confirmation of the Council of Governance.

Council of Governance

The principal deliberative council of the Ministry. It establishes standards, confirms major appointments, enacts resolutions, and reviews the conduct of the offices.

Serves: The institution as a whole.

Succession: Councilors are seated for fixed terms recorded in the official minutes. Vacancies are filled by the Council itself upon presentation of the Executive Minister.

Ecclesiastical Tribunal

A panel of senior ministers and councilors convened, when needed, to hear matters of doctrine, ministerial discipline, and disputes within the institution. The Tribunal acts only by formal convocation and only in honor and equity.

Serves: Officers, ministers, and members in matters requiring formal hearing.

Succession: Members are drawn from the senior ministers and councilors. The presiding officer is named, for each convocation, by the Executive Minister.
